I agree with matoro, it's not only because it's expected, the incentive is a huge part of it. But it's not self-perpetuating since whether we tip or not has no bearing on how much they were getting paid in the first place. *That's* why it matters which came first. If we all of a sudden decided none of us would ever tip again, their employers wouldn't necessarily be obliged to make up for it. We'd just forfeit our incentivized vote on the service we receive while our servers live off peanuts.
